Instructions

  2. In a large bowl, whisk together flour, cocoa powder, baking powder, sugar, and salt.
  3. In another bowl, mix milk, eggs, and vegetable oil until frothy.
  4. Fold the wet mixture into the dry ingredients until just combined; lumps are okay.
  5. Gently fold in the chocolate chips.
  6. Fill muffin cups about three-quarters full and bake for 18-20 minutes until a toothpick comes out clean.
  7. Cool in the pan for 5 minutes before transferring to wire racks.
